Statement for WI BoS CoC Director, Carrie Poser, regarding the Supreme Court's Decision regarding Grants Pass:
I am very disappointed in the US Supreme Court's decision today. The WI Balance of State CoC will remain committed to ending homelessness by housing people, supporting people, and doing both with equity, compassion, and respect.
Today's US Supreme Court decision in Grants Pass vs. Johnson is a setback. It provides cover for those seeking to criminalize vulnerable people, exacerbating the barriers and challenges they face in accessing shelter and housing, and extending their homelessness. Criminal penalties and practices do not end homelessness; they make getting out of homelessness all that much more difficult.
Today's decision reminds us how important it is that EVERYONE who works with and cares about people experiencing homelessness needs to stand up in a unified voice and say NO to criminalizing policies and practices, YES to housing first practices that center around client choice, and YES to permanent housing solutions for everyone.

Mission
The mission of the WI Balance of State CoC is to end homelessness by supporting local coalitions throughout Wisconsin.
We are a 501(c)3 non-profit organization supporting all the counties in Wisconsin, except Dane, Milwaukee, and Racine. Our membership is comprised of agencies who serve, support and care about those experiencing homelessness.

Board of DirectorsOur volunteer Board of Directors meets monthly to discuss and collaborate on the implementation of HUD policies, performance of the local COC grantees and to plan the quarterly meetings for the year.

letters of support
Organizations may request a letter of support from the Balance of State CoC. This includes but is not limited to requests for funding, services, waivers, recognition, or any other situation in which a letter of support could be useful. All letters of support require that an organization provide evidence and support to demonstrate the following:
1) Good standing with the Balance of State CoC – including monitoring, policies, and coordinated entry
2) Participation in a local coalition – including but not limited to attendance in meetings, involvement in workgroups and planning, collaboration activities
3) Participation at the CoC level – including but not limited to attendance in meetings and involvement on a committee
4) Participation in the Point-in-Time count within the Balance of State CoC
5) Active participation in coordinated entry
Requests and questions should be directed to Carrie Poser, CoC Director, at[email protected].
Once these five elements have been verified, the BOS staff reserve the right to request additional information in order to draft a letter specific to the organization’s request for support. BOS staff will review the materials, ensure the request follows the WIBOSCOC mission and purpose, and is in the best interest of the organization as a whole. If a request for a letter of support is denied, the reason(s) for the denial will be made in writing.
