We are a statewide coalition of 22 local homeless coalitions, representing 69 counties

throughout the state of Wisconsin.

Our Work

What We Do

WIBOSCOC exists to help lead and support efforts to end homelessness across Wisconsin. We support all counties in the state, except Dane, Milwaukee, and Racine, with the delivery of housing and support services to individuals and families experiencing, or at risk of, homelessness.

Our membership is composed of agencies who serve and support those experiencing homelessness. The work of WIBOSCOC includes:

Promoting community-wide collaboration to achieve a larger goal of ending homelessness.

Providing funding to nonprofit providers and local governments.

Implementing a centralized and coordinated assessment process.

Coordinating housing and services, Increasing access to mainstream services that improve self-sufficiency for individuals and families experiencing homelessness.

Collecting homelessness data and providing homelessness education to our members and the public.

All activities of WIBOSCOC are guided by federal requirements and designed to strengthen the response to homelessness across the region.

history

Serving since 1992

WIBOSCOC was established in 1992. Until 2009, the State of Wisconsin’s Division of Housing led training efforts and managed the annual HUD Continuum of Care grant process. When the State stepped away in 2009, WIBOSCOC transitioned into an independent, unincorporated association. It formally incorporated in February 2011 with approved Articles of Incorporation and Bylaws.

WIBOSCOC serves 69 of Wisconsin’s 72 counties, spanning a population of 3.8 million. The region includes diverse communities stretching from Lake Superior to Lake Michigan. Member coalitions meet locally and are represented in the WIBOSCOC, united by a shared mission to end homelessness through collaboration and services.

For many years, the WIBOSCOC was managed by a volunteer Board of Directors. In 2015, the Board hired its first Executive Director. Since then, the organization has grown, adding staff to support its statewide efforts.

1992

Wisconsin Balance of State created

Wisconsin Balance of State was created and overseen by the State of Wisconsin, which oversaw trainings and the HUD CoC annual grant application process.

2011

Wisconsin Balance of State separates from the State of Wisconsin

Articles of incorporation and bylaws were approved making the Wisconsin Balance of State its own 501c2 non-profit organization with a volunteer board of directors

2015

First staff hired

Carrie Poser became the CoC director in May 2015 after the CoC was awarded its first HUD planning grant in 2014

2019

Revised bylaws and articles of incorporation

These changes altered the structure of the Board of Directors, increased expectations of coalitions, and clarified role between leadership positions

2025

Continued expansion

In November 2025, the Wisconsin Balance State hired its 11th staff member and continues play a role in ending homelessness throughout Wisconsin
