Are civic organization dues, an eligible CoC admin expense?

It was advised that membership dues (example chamber of commerce dues) were not an eligible CoC admin program expense. In October 2024, there was a change to OMB section 200.454(a), listing civic dues as allowable. Are civic organization dues, an eligible CoC admin expense?
No, civic organization dues are not an eligible CoC Project Administrative cost. Regulation limits project administrative activities to eligible activities such as oversight and reporting. Although 2 CFR 200.454(c) states the costs of membership in any civic or community organization are allowable, in general, only the items that are specifically included in the CoC Program interim rule are eligible costs.
