Costs must be reasonable and appropriate (as required by 2 CFR 200). In order for CoC funds to be used to pay for staff to attend an eligible conferences, the cost of the training - including fees, lodging, and travel - would need to be reasonable and appropriate and expenditures must be carefully documented through receipts, proof of attendance, and a copy of the conference agenda. Further, recipients should have policies and procedures in place dictating the use of travel funds and per diem payments.
