For rental assistance projects, the interim rule states that property damage and moving costs are limited costs (either one time costs or limited in amount). If agencies use discretionary funding (non-CoC) funds to pay for more than one move or above the limit for property damages, can these costs be used as match?
Match must be expended on eligible CoC Program costs and spent in ways consistent with the CoC Program interim rule. Because of this, non-CoC Program funds being used to pay additional property damages or moving costs beyond what is allowable in the CoC Program interim rule would not be eligible as match.
