Is there a way to house a single person in a two bedroom unit if the rent reasonableness for that 2-bedroom is less than rent reasonableness for a 1-bedroom?

We have some communities that are experiencing very high costs for studio and 1-bedroom units. In some cases, 2-bedroom units are less expensive than a 1-bedroom in the community. Is there a way to house a single person in a two bedroom unit if the rent reasonableness for that 2-bedroom is less than rent reasonableness for a 1-bedroom?
The CoC Program interim rule does not specifically address whether or not a single individual can reside in a two bedroom unit. Furthermore, determining an appropriate unit size is different from determining the appropriate FMR to use. The FMR depends on the type of housing and unit size NOT the household size. If a household is living in a 2-bedroom unit, the FMR for a 2-bedroom unit should be used. This same logic would apply to the rent reasonableness comparison
