To pay program participants a reasonable stipend, do they have to be enrolled in the agency's job training program or can it be a community job training program (outside the agency)?
In general, eligible employment assistance and job training expenses under the COC Program should be used for training provided by the service provider (i.e., the recipient) or a subrecipient, contractor, or outside vendor; however, funds may also be used to pay for training and licensing through a job training institute.
